SCHOLARSHIPS FOR FOREIGN NATIONALS’ LITHUANIAN (BALTIC) STUDIES IN 2009-2010
In the academic year 2009 – 2010, the Ministry of Education and Science of the Republic of Lithuania calls for applications for scholarships for Lithuanian and (or) Baltic studies at the higher education institutions of Lithuania. The scholarship can be granted for a semester or two (up to 10 months) of Lithuanian (Baltic) studies. Having chosen these studies, foreign nationals would not only have a possibility to study the Lithuanian as a foreign language, but also get acquainted with the Lithuanian literature, history, folklore, economy, social and political life of Lithuania and learn more about the culture of the Baltic countries.
Who can apply for Lithuanian state scholarships:
1. The scholarships are designed for students, lecturers and researchers of higher education and research institutions.
2. The students shall be registered in a higher education institution in their home country, whatever his/her field of study, in order to follow higher education studies leading to a recognized degree or other recognized tertiary level qualification, up to an including the level of doctorate.
3. Those students who come to study in Lithuania under the Erasmus programme can't apply for the Lithuanian state scholarship.
With view to encourage foreign students, scientists, professors to pursue studies in Lithuania and creating more favourable learning conditions for them, 2 kinds of state scholarships for Lithuanian (Baltic) studies have been established:
I. Scholarships for Lithuanian (Baltic) studies within the framework of international agreements and bilateral exchange programmes;
II. Scholarships for free movers’ Lithuanian (Baltic) studies.
I. Scholarships for Lithuanian (Baltic) studies within the framework of international agreements and bilateral exchange programmes.
Applicants for this type of scholarships must be nominated by the authorized co-ordinators in their home country observing the deadlines, requirements and quota established in these agreements and exchange programmes.
Main requirements are:
- enrolment in higher education institution in the home country (or employment in a higher education and research institution);
- evidence of acceptance to the host institution.
The Minister of Education and Science of Lithuania takes the final decision based on recommendations of the Commission for International Studies concerning the approval of candidates. The approved nominees:

Receive monthly allowance of 1950 Lt (appr. 565 EUR) for undergraduate, master and doctoral students and 3250 Lt (appr. 942 EUR) for researchers and lecturers.

Are exempted from tuition fee.

Are provided with accommodation payable by a scholarship holder.
These scholarships may be awarded for a period not exceeding 10 months. In case a scholarship holder wishes to extend studies for another period, one has to undergo the same procedure of selection and nomination in the home country.
All-inclusive scholarships for Lithuanian (Baltic) studies are available for candidates from:
the Republic of Byelorussia, the Republic of Bulgaria, Kingdom of Belgium (Flanders and Wallonia), the People’s Republic of China, the Czech Republic, the Kingdom of Denmark, the Republic of Estonia, the Republic of Finland, the Republic of France, the Federal Republic of Germany, Great Britain, Hellenic Republic of Greece, the Republic of Hungary, the Republic of Iceland, the Republic of India, the State of Israel, the Republic of Italy, Japan, the Republic of Latvia, United Mexican States, Mongolia, the Republic of Poland, the Republic of Serbia, the Republic of Montenegro, Romania, Russian Federation, the Republic of Slovenia, the Kingdom of Spain, Swiss Confederation, the Republic of Turkey, Ukraine, the Republic of Uzbekistan, the Slovak Republic.

II. Scholarships for free movers’ Lithuanian (Baltic) studies
Foreign students, teachers and researchers of higher education institutions, who come from other states than mentioned above and get accepted for Lithuanian (Baltic) studies or summer language courses in higher education and research institutions of Lithuania of their choice, can apply for this type of scholarships. Such foreigners are encouraged to send their applications and all the required documents directly to:

Successful candidates will be awarded a scholarship of 1950 Lt/month (appr. 565 EUR) for undergraduate, master and doctoral students, 3250 Lt/month (appr. 942 EUR) for researchers and lecturers.
Tuition fee, accommodation and other expenses have to be covered by the person him/herself or the funding has to be secured from other resources. The amount of tuition fees varies from 1000 Lt (appr. 290 EUR) to 8000 Lt (appr. 2320 EUR) per month depending on the institution and the programme chosen.
Main requirements are:
- enrolment in higher education institution in the home country (or employment in a higher education and research institution);
- evidence of acceptance to the host institution.
Applicants must submit the following documents:
- application form (Application for a state scholarship for Lithuanian (Baltic) studies in Lithuania academic year 2009-2010);
- a certified diploma copy with supplement and (or) transcripts of academic records (for students);
- an official letter of acceptance from the host institution (coming for Lithuanian (Baltic) studies);
- an official letter from the home country institution approving the status of a student, lecturer or researcher;
- two recommendation letters from the home country institution of higher education and research;
- Curriculum Vitae;
- a list of scientific works and publications (for lecturers and researchers);
- a photocopy of the passport;
- a certificate attesting the knowledge of Lithuanian.
The documents should be submitted in Lithuanian or English (or with translations into one of these languages) in two sets (original and copy).
It should be noted that:
- Applicants applying for all-inclusive scholarships (Ist group) should submit documents through the home institution responsible for higher education. Information on the number of scholarships per country should be requested at the home institution of higher education.
- Applicants applying for scholarships for free movers (IInd group) should submit documents directly to the Education Exchanges Support Foundation.
Competitions for Lithuanian (Baltic) studies are organised twice a year. The applications have to be submitted by:
- April 1, 2009 (candidates applying for the summer courses and studies during the autumn semester);
- October 1, 2009 (candidates applying for studies during the spring semester).
All applications are screened and considered by the Commission for International Studies, formed by the Minister of Education and Science of the Republic of Lithuania.
General information
- Application forms are available from the Internet site http://www.smpf.lt/scholarships.
- Documents sent by fax or e-mail will not be accepted.
- Incomplete applications or postmarked after the deadline will not be considered.
- In the higher education institutions of Lithuania the autumn term is usually from September till January and spring term – from February till June.
- Applicants will be informed of the results no later than 2 months after the document submission deadline.
